:::::Right now, it is per-wiki and only enabled on meta. It's no code change, but rather a template and then adding it to the MediaWiki edit notice pages. I don't want to go around and alter every wiki (they may not want to have it) without the owner/community permission. ::::::We could make a really cool little project out of this, with an OrainMessages notification to all wikis in the farm, advising that Editnotices are available on request, collect a list of wikis that want them, and then a global bot could do the work.
