I'd like to be translator. because I'd like to make Orain kind for Japanese speaker, I need to higher permission to translate pages.

:I don't think that translationreviewer is currently used.. Usually you just have a meta sysop mark a page for translation and then users translate :P If you'd like you can request Meta Sysop with the understanding it's just for translations.
