It seems it doesn't care whether the account is globally created or not. I did a test: <code>(Logboek nieuwe wiki's); 02:25 . . Southparkfan (Overleg | bijdragen) created the wiki "southparkfanwiki" with "Southparkfan" as founder (Testing if founder-error occurs on own-created wiki)</code> and I got the same founder error.
