A Wiki creator (someone with the createwiki permission) is a user who is able to create a new wiki by generating the database through Special:CreateWiki and adding it to the Database list.
Wiki creators are chosen by Orain's system administrators. Any user can become a wiki creator if the discretion of a system administrator is that Orain would benefit by handing out the permissions to that particular user. A guide for Wiki creators: Wiki creator guide
