I have recently enabled user JS and CSS pages on the wikiteamwiki via pull request #2, but made the global default to be disabled since that was the default setting in MediaWiki. This is a feature that is already enabled on Wikimedia wikis for a few years and I honestly don't think there is much harm in enabling this. Would everyone be okay about having this enabled globally so that everyone can benefit?
If this is successful, I would be glad to help out on creating global user pages (similar to Synchbot on Wikimedia). This bot is already running on the wikis of the [http://deployment.wikimedia.beta.wmflabs.org Wikimedia Labs cluster]. --[[User:Hydriz|Hydriz]] ([[User talk:Hydriz|talk]]) 15:08, 21 August 2013 (UTC)
