::Oh, I could have defined that :P. It's something that shows up above the edit box on a page. Like if you want to let a user know about specific formatting or directions for editing that page, you can put it in there and it will tell them when they go to edit the page. See my talk page for an example. Click "edit" and see that it says "Welcome!".
