::::Hi [[User:Rheedia|Rheedia]]. The checkuser function is generally only given out to communities who have a valid need for the flag. If you're looking to play with the CheckUser extension, you can try out [https://thetestwiki.org|The TestWiki]], however, that right is given to Bureaucrats and you have to wait a month to receive it. As far as Oversight goes, you do have access to RevDel, which is essentially the same. Rename isn't enabled due to the fact that all accounts are global, and renaming users would cause some issues unless it were done by the Stewards.
