Changes to the adoption policy

Our adoption policy has recently come into play, and as such there was controversy surrounding it. Placing that controversy in view, there were concerns over the lack of notice to the founder of the wiki and the subsequent removal of their rights.

I like the idea of adoption. In this case, it prevented another wiki from being created and allows a user to revive the wiki. I think we should continue to allow adoptions, but I do agree that perhaps it's time to change the criteria for our dormancy policy and re-evaluate the adoption process.
